Steve Carter Literacy Tutoring Program
Program Overview
Steve Carter Literacy Tutoring Program provides tutoring services to kindergarten through fifth grade public school students who are below reading proficiency to address unfinished learning.
The Department has designated $40 million dollars of the Elementary and Secondary Emergency Relief (ESSER) funds toward this tutoring program.
All tutoring services must be provided by certified teachers in early elementary or reading or those with a degree in education, English or other subject indicative of expertise in reading and literacy. Tutoring providers must also agree to complete the Science of Reading Training.
Eligibility and Funding
Schools should have identified students and sent a letter home to families stating eligibility. Upon family registration, eligible students will receive a receive a $1,000 digital tutoring voucher. The voucher will be for a year.
The voucher will be automatically uploaded into the child’s account through the portal. As tutoring sessions are scheduled, the voucher will decrease until extinguished. Families will verify the tutoring sessions that occurred prior to the tutor receiving payment.
Any Louisiana public school student in grades K-3 who scored below proficient on the literacy screener (DIBELS) is eligible for Steve Carter Literacy Tutoring.
Students in grades 4-5 who scored below mastery on the ELA portion of LEAP are also eligible for Steve Carter Literacy Tutoring.
Steve Carter Tutor Requirements
According to Act 415, all Steve Carter Literacy Tutors must be certified teachers in elementary or reading or have a degree in education, English, or another subject indicative of expertise in reading and literacy.
Tutoring providers must also agree to complete the ACT 108 training.
Tutoring must be provided by a LDOE approved tutoring provider. Group Size - Face-to-Face can be up to three students. Tutors will earn $50 per session with a group of three students, $40 per session with two students and $25 with one student. Sessions are 60 minutes.
*SOAR is a vendor on the LDOE website and can provide free tutoring in ELA.
